[idea] IBC steward role for Namada

Just adding an additional responsibility to the IBC Steward role:

• coordinate and advocate for sustainable relayer funding (eg. transaction fees)

Fee grant via RPGF funding to support IBC relayer operators until phase 5 of mainnet
