Reduce Staking Inflation + Launch Validator Subsidy

On behalf of Luminara, we are proposing: cPGF validator subsidy for 167 validators from 0% → 0.67% Reduced staking inflation from 5% → 2.5% Lowered staking target ratio from 55% → 40% These changes are designed to increase validator runway while cutting Namada’s inflation from 5% to 3.17%, better aligning incentives before inflation for Shielded Rewards begins.
