[Proposal] Increase two gas-related protocol parameters

Hi! I’d like to propose increasing two different protocol parameters to help achieve different aims. Just looping them in together for efficiency sake.

  1. Increase max_block_gas: currently at 5M gas allowed in a given block. After the Namada upgrade to v201.0.X, we will need to upgrade the IBC tx wasm on-chain in order to enable IBC Eureka EVM access. Initializing the gov proposal to upgrade the IBC tx wasm is known to require between 8M and 9M gas due to the size of the tx code. Propose to increase to 10M gas in a block.
  2. Increase masp_fee_payment_gas_limit: currently at 100k. This is related to the gas limit of the fee payment portion of a MASP tx. It is currently known to be preventing the successful execution of certain MASP txs. Propose to increase to 300k.

It makes sense to increase the max block gas so that we can accomodate the upcoming havier transactions.

Have asked for a while about the low masp gas, so I’m in support of the increase!

Thanks for the feedback everyone! I just put the proposal on-chain as Prop 34. Voting starts in a couple hours and runs for the rest of the week!
