@Rigorous yes I am testing the governance proposals for the mainnet phases with the latest genesis files. The gas accounting has changed a bit since v0.41.0, and the init-proposal tx with attached code consumes much more gas now. The 15 million number is meant to be enough that these proposals can pass but not too much.

From v0.45 and on, should masp_fee_payment_gas_limit be increased and/or have the gas fees been adjusted downwards?
